Anil Swarup is the Additional Secretary, Cabinet Secretariat and redefining how impactful work can get done via smart government strategies. Mr. Swarup, an IAS officer of the 1981 batch, Uttar Pradesh cadre, has handled issues relating to the welfare of workers in the unorganised sector and the implementation of the national health insurance scheme – the Rashtriya Swasthya Bima Yojana (RSBY). The brainchild of Anil Swarup, the Rashtriya Swasthya Bima Yojana (RSBY), has transformed the lives of millions of people in the unorganized sector of India. Stemming from a request to Prime Minister Manmohan Singh in 2007, Mr. Swarup advocated for a health insurance scheme for those who could not afford it and after presenting a paper to the World Bank Mr. Swarup’s idea become the basis for RSBY six months later. It is the first time India’s own technology prowess has been used to run a national social security programme. The implementation of RSBY and it’s cashless and smart card based health insurance scheme has come to be recognized world over and was selected by UNDP/ILO as one of the top social security schemes for publication.
“This scheme is addressing poorest of the poor and the out of pocket expenses of the poor have come down to a large extent. In case of RSBY every penny is electronically accounted for. Perhaps, this is first ever business model for a social sector scheme in India. Fortunes are lying at the bottom of the pyramid,” says Swarup.
